How to Submit a Program to Air on FVTV Channel 11
Posted by: | CommentsNOTE: These instructions are for people with a finished program to submit. If you need information about training, equipment or services to make a program see How to Create a Program.
Paperwork
All programs to be shown need to be submitted using a paper CABLECAST REQUEST FORM. A new cablecast request must be completed every quarter to ensure that your show continues to air. The main reason behind this is that we need current records of the release of liability. Sorry, we hate paperwork to, but that is the way it is.
Program Submission Format
You may submit programs on:
- DVD
- MiniDV
- DVCAM
- VHS (to be phased out)
IMPORTANT: Only 1 episode per DVD or Tape! If you are submitting 3 episodes, make 3 DVDs or submit 3 tapes.
Program Labeling
Label the DVD or Tape with the following information. Improper labeling is the #1 reason that programs are delayed or mis-scheduled. Labeling is your responsibility. Do not make our volunteer staff guess.
- Program Name – Do not abbreviate or assume that every person who checks the mail knows what VWS means.
- Episode Name, Number or Both
- Your Name
- Program Exact Length (HH:MM:SS)
- Optional: Specific date or week you would like the program shown. We will do our best.
Program Delivery
You may hand deliver programs to FVTV during open hours or send them by mail. See the calendar section for open hours.
Program Return
If you want your DVD or tape back after it has been encoded, you must pick it up at the station during open hours. In order to keep fees as low as possible, we do not return programs by mail.
Time to Schedule
Although we are often times able to get a new program airing quickly, we do not promise anything faster than 3 weeks from the time we receive your program to the time it begins airing. The scheduling and encoding is a highly manual process and we rely on volunteer talent to get the work done. Sometimes it happens quickly, but please do not be upset if it takes the full 3 weeks.
Acceptable Program Lengths
We greatly prefer programs that are 15, 30, 60, 90 or 120 minutes long. We will accept any length of program. Odd length programs (e.g. 34:23) run the risk of not getting any of their requested time slots as we need to group odd length programs together in dedicated blocks. Programs over 12 minutes are charged the full rate and will be listed on the program schedule. Programs under 12 minutes have a reduced rate and will be shown opportunistically where space is available.
Acceptable Program Content
Any content that complies with the statements below can be submitted to FVTV Channel 11. You as the program producer or sponsor assume all liability for any inaccurate, offensive or copywrited content when you sign the cablecast submission form. Read the Full Producer Statement below especially Section F which pertains to commercial content. we understand that there is a lot of gray area between educational, entertainment and commercial content. Use your judgment. Ask yourself, “If my mother was watching this program would she feel a) entertained, b) educated and informed or c) sold to?”
- A. Producer assumes all responsibility as producer, originator, author and distributor of all of producer’s programming submitted to the Public Access Channel of Fort Vancouver Television or any other system on which the programming is carried. Producer agrees to indemnify Clark County, the city of Vancouver, Fort Vancouver Community Television, the Public Access Cable Television Board, the Clark County Cable Commission and all of their respective boards of directors, and each of them, their officers, elected officials, appointed officials, employees, agents and those of any other cable television system using producer’s programming. The producer agrees to indemnify, hold harmless and defend the persons listed above and each of them from any liability, loss or damage, including reasonable attorney’s fees and court costs either at the trial level or at the appellate level caused by or arising out of any material supplied by producer in connection with its utilization of the Community Access Channels, cablecast equipment or producing equipment.
- B. Without limiting the generality of the foregoing, producer further agrees to indemnify, hold harmless and defend the above named individuals and organizations and each of them from any and all claims, damages, costs and liability of any nature whatsoever, including reasonable attorney’s fees at the trial level and appellate level if suit or action is filed which may be imposed by reason of any claim that any material transmitted or disseminated by producer violates or infringes upon the rights, trade names, or the right of privacy of any other owner, licensor, copyright holder, writer, composer or other person, corporation, partnership or legal entity, or that said material constitutes libel or slander, and further that it does not violate the provisions or rules and prohibitions set forth by the FCC or any public regulatory agency established by statute, administrative rule or intergovernmental agreement.
- C. Producer agrees to defend all actions to which any indemnity stated herein applies and to conduct defense thereof at its expense and by its own counsel. Fort Vancouver Television shall have the right to participate in such defense at producer’s expense and by its own counsel and producer agrees that it will cause its counsel to cooperate with Fort Vancouver Television.
- D. Producer individually and if applicable on behalf of all members of the organization of which producer is a member hereby releases Fort Vancouver Television and its successors and assigns from any legal action, claims and demands whatsoever which the producer or its organization ever had, has and may have against Fort Vancouver Television, its successors and assigns, including without limiting the generality of the foregoing any mistakes, omissions or interruptions in the cablecast. E. Producer agrees to comply with the requirements applicable to Public Access Channels set forth in the Cable Communications Service Franchise Agreement between Comcast Cable, or its successors and assigns, and Clark County of the City of Vancouver.
- F. Producer warrants and represents that the program does not contain: 1) Any solicitation of funds or advertising of material designed to promote the sale of commercial products or services; 2) Any material that is obscene, indecent or an invasion of privacy; 3) Any material concerning or encouraging lottery information, gift enterprise, or similar scheme; 4) Any material requiring union residual, or other payment including but not limited to talent and crew unless those payments have been executed or waived; 5) Any material that is slanderous, libelous or made unlawful by any law instituted by a governmental body; 6) Any material that is copyrighted or subject to ownership or royalty rights without necessary releases licenses, or other permission required by law; 7) Any material that is considered harassment towards an individual, business, corporation, city, county or government official, or any other person, group or establishment;
Any material that was produced as the result of discrimination against any individual with regard to membership, services, access to information, employment, or any activity because of race, national origin, sex, age, sexual preference, religion, disability, political affiliation or economic status; including those who historically have been denied media access; or 9) Any material that can be associated as a substantial part of the activities of FVTV devoted to attempting to influence by propaganda or otherwise attempting to influence legislation, except as otherwise permitted to an organization described in Section 501(c)(3) of the Internal Revenue Code, including any endorsement that FVTV has or intends to participate in, contribute to, be associated with, or intervene in any political campaign on behalf of or in opposition to any candidate for public office, including the publication or distribution of statements with respect to such activities. - G. If any material included in the program is copyrighted or subject to ownership or royalty rights, union residuals, or other payment, producer will obtain all necessary permission, releases licenses and make all necessary payments to authorize cablecast of any such material before submitting the material to be aired by FVTV
- H. Producer releases Fort Vancouver Television, its directors and officers, agents and employees from all liability if the Program is damaged, lost or stolen while in their custody.
- I. This liability and indemnification extends to programs and program material which producer submits to Fort Vancouver Television for cablecast whether or not such material is produced in whole or in part by the use of Fort Vancouver Television equipment, facilities, or personnel.
